Ex-Post Evaluation of 2015 Projects: Package I-5 (Mongolia, Nepal, Bhutan, Indonesia, Tajikistan) (August 2015–July 2016)

The ex-post evaluations of official development assistance (ODA) projects in Mongolia, Nepal, Bhutan, Indonesia and Tajikistan were entrusted to IC Net by the Japan International Cooperation Agency (JICA) to ensure an objective analysis of the program impact. IC Net evaluated the following projects on their relevance, effectiveness, efficiency, impact, and sustainability.

  • The Project for Construction of Railway Fly-over in Ulaanbaatar City (2009) constructed a new railway bridge in Ulaanbaatar to ameliorate the traffic problems in the city which worsened due to the rapid increase of vehicles since 2000. The railway bridge is an important connection between the southern industrial area and the northern public and commercial area.
  • The Project for Countermeasure Construction against the Landslides on Sindhuli Road Section 2 and 3 (2012) strengthened the maintenance system for Sindhuli Road to prevent damages from landslides.
  • The Project for Reconstruction of Bridges Phase 3 (2008) supported the construction of bridges in Bhutan that were particularly urgent. Most of the country is in a mountainous region where roads are the only means of transportation. However, many bridges which connect the national highway roads deteriorated over the years and were in need of repairs.
  • The Project for the Improvement of Bridges in Nias Island (2010) supported the construction of bridges in Nias and contributed to the overall post-tsunami reconstruction process in the region.
  • The Project for Rehabilitation of Kurgan Tyube – Dusti Road in Tajikistan (2008) supported the repair work of the road between Kurgan Tyube and Dusti. This section of the road is integral to the International Trunk Road No.11, namely the Asian Highway No.7, which connects to the sea through its neighboring country, Afghanistan.

The lessons and recommendations drawn from these evaluations were shared with JICA’s stakeholders in order to improve the quality of ODA projects.
